I went to work for Fluor in the 1960’s as a Process Engineer. First project was the Alaska Pipeline. FLR hired highly, beyond available work. Every few week FLR would tell us of bid losses. FLR backed off on bidding to save cash. Finally, all the other engineering companies had more work than people. Fluor struck with very high profit bid wins. So, low costs on bidding and hugh profits on wins. Stock price went way up.
